ABOUT LICCI
A principal-led consultancy for complex organisational change.
LICCI (Leading Innovation in Cultural and Creative Industries) is a principal-led organisational transformation consultancy. It helps leadership teams work through change that crosses strategy, people, operating model, technology, funding and evidence.
WHY LICCI EXISTS
Good decisions still have to work in organisational reality.
A sound strategy, promising technology, funding opportunity or programme can still run into unclear priorities, blurred responsibilities, limited capacity or evidence that does not yet support the way forward.
LICCI exists to connect strategic choices with the organisational conditions needed to carry them through, bringing senior judgement, practical diagnosis and implementation thinking to the work.
FOUNDER AND PRINCIPAL
Dr Vasileios Stamatis
Dr Vasileios Stamatis founded LICCI to bring together senior organisational judgement with a practical understanding of education, cultural and creative work, research, funding and technology. As Founder and Principal, he leads LICCI’s work and is directly responsible for the critical judgement at its heart, working with LICCI’s associates and, where needed, qualified specialists.
Selected experience
Quality, regulation and organisational systems
As Director of Quality, Strategy & Innovation at the International School of Musicians, he leads quality, regulatory and strategic development for a digital-first international awarding organisation. He led the organisation’s regulatory recognition application from development through submission, including qualification design, quality systems, policy evidence, regulatory narrative and financial planning. The organisation achieved Ofqual recognition in 2024.
Across education, cultural and public-service organisations, he has designed and built AI-supported operating workflows spanning quality assurance, compliance reporting, sales and product development, with expert review and human oversight built in.
In work supporting public-sector service contracts, he designed integrated quality-assurance systems and operational workflows, together with procurement-facing systems and carbon-reduction planning.
Building organisations, programmes and partnerships
Before his current leadership roles, he built and led an independent consulting practice, working with municipalities, universities, SMEs and cultural organisations on funding, programme development and partnerships.
He created and directed an international classical music festival and co-founded and led a music-education business for eight years.
At London South Bank University, he was Course Director of the BA Technical Theatre and taught in areas including creative-industries business models, interactive technologies and multimedia.
Independent evaluation and research
He has undertaken expert-evaluation assignments for the European Research Executive Agency and the European Education and Culture Executive Agency.
His academic background covers economics, music and research. He holds a PhD from the University of the Aegean, an MA in Music Composition from Kingston University and a BSc in International and European Economic Studies from Athens University of Economics and Business. He is also a member of the Economic Chamber of Greece as an economist and accountant.
His published and internationally presented research includes work examining how economic conditions affect the affordability of music examinations across different countries.
Creative perspective
He has composed for theatre, silent film, dance and multimedia, giving him first-hand experience of creative production as well as the organisational and policy environments around it.
Together, these strands bring experience of building organisations, navigating regulation, developing systems, working with funding and evidence, assessing complex programmes and understanding creative and technological work from the inside.
They inform LICCI’s approach: practical judgement grounded in what it takes to turn complex requirements and strategic decisions into workable organisational change.
If something important needs to change, start there.
Tell LICCI what is happening, what needs to change and when it matters.
